The term "boutique" amp refers to an amplifier made by a small company in a private shop. These amps are made in very limited numbers and are 100% built by hand using point-to-point wiring (no circuit boards). They are often class A type amps built in the style of old classic amplifiers.
As with any other type of amp, desirable is in the ear of the beholder. Some purists swear by the classic type of sound they produce. Others desire a more modern sound with modern capabilities. There is no right or wrong. Decide what type of tones and needs you have for an amp and make your choice accordingly. It should be noted that "boutique" amps are usually very expensive.

A boutique amp is made in small numbers in a small shop, with a lot of the wiring done by hand using top notch electronics. There's a whole segment of the boutique amp industry that tries to reproduce the sound of the classic Dumble amps, like this one:
