every answer that i have found online adds a sharp on the c but they dont explain how since d minor is made of flats and theres no rule that says that you have to raise the 7th scale degree to make a harmonic scale. all it says is to lower the 3rd and 6th scale degree. help!!!!!!!!!

Take your major scale AND THEN drop the 3rd and 6th. That's what they mean.

If you know your natural minor scale (3rd, 6th and 7th already lowered), THAT'S when you raise the 7th.

It means the same thing. One describes it from a major scale point of view and the other from the minor point of view.

D E F G A B C# D

The way I would describe it:

"harmonic minor is a natural minor scale with a raised 7th scale degree".
