I have actually two questions regarding this tab:
http://www.myguitarsolo.com/Tabs/001htm/Hendrix/AllAllongTheWatchtower.htm

First of all what does it mean when it has the small four next to the normal size 13.
Second what do the bars that connect each number mean?

Thanks in advanced.

1) Slide from the 4th to 13th fret.

2) This tab is more like musical notation - you might find an easier one on ultimate-guitar.com or a similar site.

However if you are familiar with theory

Look at the time signature - 4/4. That means it's four beats per bar. A note with a singular tail is a whole count (crotchet), the notes that are joined by a tail is a half count (quaver).

Did that make sense? Hope it helped!

1) It means you have to slide from 4, to 13

2) They connect, but these types of tabs are a little complicated, try Ultimate-Guitar.com (include the hiphen) They are much easier.
